истВ 1793 Франция направила в США своего чрезвычайного посланника Эдмона Шарля Женэ (гражданина Женэ ["Citizen Genet"]) с полномочиями вербовать добровольцев для каперского флота с целью захвата Флориды и Луизианы у союзника Англии - Испании и обеспечения общей поддержки Французской революции в США (в частности, на основе старого договора 1778 между Францией и США). После холодного приема, оказанного Дж. Вашингтоном [ Washington, George], Женэ удалось временно сблизиться с Т. Джефферсоном [ Jefferson, Thomas], и он начал создавать клубы якобинцев [ Jacobin Clubs] в американских городах.
